Voting By Mail

A person must have registered in person or voted in at least one election in order to vote absentee by mail.

A voter who desires to vote by mail must request a ballot application no more than ninety (90) days and no less than seven (7) days before the election. An application to vote by mail can be returned by hand delivery, mail, fax at (731) 660-1824, or e-mail attachment to .

**Note:  A request for an application to vote by mail sent by e-mail must contain an attachment which serves as the application for ballot. The attachment application must contain all required information including the voter's signature. (A request for a ballot sent by e-mail without the attachment will not be processed.)

The voter may have anyone they choose write their request for a ballot or for a voting by mail application. The voter must sign or make a mark where required. If the applicant or voter is so disabled that they cannot write a signature or make a mark where required, the action of the person who offers assistance shall be witnessed by one additional person. Both the person giving assistance and the witness shall sign their names and provide their addresses.

A request to vote by mail is good for one election only. If a voter wishes to vote by mail for each election, a new request must be submitted during the proper time period.

Requesting to Vote by Mail Using Fax or Email
A person may make a request to vote by mail by faxing the request to (731) 660-1824. The voter must put in writing all of the following information:
  • Voter name
  • Date of birth
  • Address of residence
  • Social Security number
  • The address to mail the ballot to
  • The specific election the voter wishes to vote in (also specify which primary, Democrat or Republican, if a primary is being held)
  • The reason the voter wishes to vote absentee
  • The voter's signature
  • A daytime phone number and/or e-mail address in order to clarify information if needed

If requesting a ballot by e-mail, all of the above information must be provided, including the voter's signature and attached as a separate document to an e-mail. If the information is in the body of the e-mail and not attached, the request will be rejected.

Also, if any of the information is not included in either the fax or e-mail, the request will be rejected.

Circumstances for Voting by Mail
A registered voter in any of the following circumstances may request to vote by mail:
  • Persons who will be outside of the County during the early voting period and election day (If this is the reason given, an out-of-county address must be provided to mail the ballot to. We can not mail a ballot to your home address.)
  • Full-time college students and their spouses who are out of the County
  • A person who is on the permanent disabled mailing list
  • Residents of licensed nursing homes which are outside the County
  • Jurors for a federal or state court who will be serving during early voting and election day
  • Persons age 60 or older
  • A person who is hospitalized, ill, or physically disabled
  • A person who is a caretaker of a hospitalized, ill, or physically disabled person
  • A person who is a candidate for office in a particular election
  • A person who is an election official in that particular election
  • A person who will be observing a religious holiday
  • The voter or the voter's spouse possesses a valid commercial drivers license (CDL) or the voter possesses a valid Transportation Worker Identification Credential (TWIC) card and certifies that he or she will be working outside the state or county of registration during the open hours of early voting and Election Day, and has no specific out-of-county or out-of-state address to which mail may be sent or received during such time.  


Military & Overseas Voting (UOCAVA Voters)
Military or overseas personnel may vote by mail using any of the procedures above. A UOCAVA voter, may choose to have their ballot e-mailed to them.

UOCAVA voters include:

  • Members of the armed forces on active duty and their spouses and dependents
  • Members of the merchant marine and their spouses and dependents.
  • Civilian employees of the U.S. serving outside the territorial limits of the U.S. and their spouses and dependents who live with them.
  • Members of religious or welfare agencies assisting members of the armed forces who are officially attached to and serving with the armed forces and their spouses and dependents.
  • U.S. citizens who live outside the territorial limits of the U.S.

You must be able to print your ballot and have two envelopes available in order to receive your ballot by e-mail. 

Please note:  Tennessee law does not allow the county election commission office to accept a voted ballot by e-mail. It must be returned to the local county election commisison office through some type of mail service, and must be received by the close of polls (7:00 PM CST) on Election Day.

The following form can be used by military or overseas voters: Standard Form 76 to register to vote and request an absentee ballot. An application to vote by mail with the Form 76 is only good for one calendar year. A new form must be submitted for each calendar year you wish to vote in.
